St. Croix - As a former Chairman of the Virgin Islands Horse Racing Commission, former Horse Racing Administrator, and licensed Racing Agent, and a current Republican Senatorial candidate, Raymond T. James, Esq. brings to the table firsthand knowledge and experience to the discussion surrounding the future of horse racing on St. Croix. My support for restoring horse racing is based not only on its economic potential but also on a thorough understanding of the legal and regulatory framework necessary for its long-term success.
Horse racing is an important part of St. Croix’s history and culture, and it has the potential to create jobs, strengthen tourism, and generate economic activity. However, the return of horse racing on St. Croix must be built upon a solid legal and regulatory foundation, not merely upon the promise of a public-private partnership.
I support the restoration of horse racing through a transparent and competitive Request for Proposals (RFP) process. The Government of the Virgin Islands should clearly define its objectives and invite qualified investors and operators to submit proposals that demonstrate financial capacity, operational expertise, local hiring commitments, and a sustainable plan for the future of racing on St. Croix.
The RFP should outline clear objectives, including the reconstruction and operation of a modern racing facility, job creation for Virgin Islanders, expansion of tourism opportunities, support for local horsemen, and long-term financial sustainability. This process will ensure transparency, competition, and accountability while securing the best value for the people of the Virgin Islands.
In accordance with the Virgin Islands horse racing statutes, the licensing and oversight of any franchise holder should remain within the established regulatory framework. Gaming activities associated with a racing facility should be regulated by the Virgin Islands Casino Control Commission, while horse racing operations, licensing of racing participants, and enforcement of racing rules should remain under the jurisdiction of the Horse Racing Commission.
These are distinct regulatory functions that serve different public purposes. The Casino Control Commission regulates gaming, while the horse racing Commission is responsible for preserving the integrity, safety, and proper conduct of horse racing. We should not confuse the development of a public-private partnership with the sound regulatory structure already established by law.
Before any partnership agreement is finalized, the government must ensure that the appropriate regulatory, licensing, and enforcement mechanisms are firmly in place. A successful horse racing industry requires transparency, accountability, regulatory certainty, and public confidence.
My goal is not simply to reopen a racetrack. My goal is to restore a sustainable industry that creates jobs for Virgin Islanders, supports local horsemen, promotes tourism, attracts responsible private investment, and preserves a proud tradition of St. Croix.
As your Senator, I will advocate for a responsible approach that respects Virgin Islands law, protects the public interest, and ensures that any effort to restore horse racing is built upon a sound foundation capable of serving our community for generations to come.
