St. Croix: Two Sexual Predators Arrested

St. Croix - On May 5, 2017, a female reported at the Wilbur Francis Command a series of prior sexual assaults that had been committed against a female minor. Investigators identified the suspect as Alexander Burgos Matos, an adult male. Mr. Burgos Matos fled the island of St. Croix during the investigation. An arrest warrant was obtained from a Judge at the Superior Court. 

On August 25, 2026, Mr. Burgos Matos, 53, was arrested by the Allen County Sheriff’s Department at Fort Wayne, Indiana. Mr. Burgos Matos waived his extradition and consented to be returned to the Virgin Islands. On September 14, 2026, Mr. Burgos Matos was returned to St. Croix. 

He was arrested, booked, and unable to post bail in the amount of $150,000. Mr. Burgos Matos was charged with Aggravated Rape First Degree, Unlawful Sexual Contact First Degree, Aggravated Child Abuse and Child Abuse. He was remanded to the John A. Bell Adult Correction Facility pending his Advice of Rights Hearing which is scheduled for Tuesday, September 15, 2026 at the Kings Hill Superior Court.

Registered Sex Offender Fails to Register

On September 10, 2026, V.I. Attorney General Gordon C. Rhea announced that 43-year old Daniel Cove of St. Croix appeared in Superior Court on St. Croix for an Advice of Rights Hearing and arraignment following his arrest for failing to comply with sex offender registration requirements. 

Mr. Cove was charged with Failure to Keep Sex Offender Registration Current, and Failure to Verify Address or Keep Sex Offender Registration Current. Bail was set at $5,500. Mr. Cove was unable to post bail and remains in custody. 

Mr. Cove was arrested on September 9, 2026, in downtown Christiansted through a coordinated effort involving the V.I. Department of Justice’s Sex Offender Registration and Notification Act, the U.S. Marshals Service Florida Caribbean Regional Fugitive Task Force, and the VIPD. 

A warrant was issued for Mr. Cove after he failed to appear at the Department of Justice on August 7, 2026, or on subsequent scheduled dates to update his registration information as required by law. His most recent registration was completed on May 15, 2026. 

Mr Cove is a registered Tier 2 sex offender. Tier 2 offenders are required to appear every six months from their initial registration date for a period of 25 years.

A Tier 2 sex offender is an individual convicted of a moderate-severity sexual crime - punishable by more than one year in prison - who poses a moderate risk of re-offending.
