Two Charged in Separate STX Thefts

St. Croix - A man and a woman were both charged in separate incidents of theft on St. Croix this week. 


Employee Charged in $20K Window Theft

On August 20, 2025, Detectives from the Economic Crimes Unit initiated an investigation into Nigel Noelien. The 9-month investigation revealed that Mr. Noelien, being an employee of L.E.M. Enterprises LLC, systematically stole windows that did not belong to him, causing the complainant a loss of $20,221.26.

    

On May 5, 2026, Mr. Noelien, 23, was present at the Wilbur H. Francis Command Police Operation Building, where he turned himself into Detectives from the Virgin Islands Police Department Economic Crime Unit. He was served his Arrest Warrant and placed under arrest, without incident. Mr. Noelien was subsequently booked and charged with Grand Larceny and Embezzlement by Employee. 

     

Bail was set at $35,000, with a posting of ten percent for the alleged crime. Mr. Noelien was released, pending his Advice of Rights Hearing. 


Woman Arrested in $21K Debit Card Fraud

On August 20, 2025, Detectives from the Economic Crimes Unit initiated an investigation into Cavell N. Dickenson. The investigation revealed that Ms. Dickenson, knowingly stole two of the complainant’s Visa Debit Cards, and used the cards, on several occasions, to purchase items and make withdrawals that were not authorized by the complainant, for her own benefit, causing the elderly complainant to suffer a loss of $21,496.00.

     

On May 6, 2026, Detectives from the Economic Crimes Unit contacted 63-year old Cavell Dickenson, and she was served her Arrest Warrant and placed under arrest, without incident. Ms. Dickenson was subsequently booked and charged with Obtaining Money by False Pretense, Grand larceny, Fraudulent Use of a Credit Card, Access to Computer for Fraudulent Purposes, and Financial Exploitation of Elderly Person or Dependent Adult.    

     

Bail was set at $20,000 for the alleged crime. Ms. Dickenson was granted ten percent of her bail. She posted bail and was released, pending her Advice of Rights Hearing.
