VI Supreme Court’s New Justice: Harold Willocks

For the first time in 18 years the Supreme Court of the Virgin Islands has welcomed a new Judge.
An Investiture Ceremony was held recently for Harold Willocks, the Territory’s fourth Supreme Court Justice. Chief Justice Rhys Hodge commented on the long journey to the establishment of the territorial apex court, noting that those who apply the law in a community must have knowledge of the culture and way of life of that jurisdiction.
“The people of the Virgin Islands expect that Judges of the courts of the Virgin Islands will appreciate how life in the Virgin Islands is both similar and different from life on the mainland,” said Chief Justice Hodge. “This is especially true for those who serve as Supreme Court Justices,” he stated. “It is for this reason that we celebrate the appointment of Judge Willocks to our Supreme Court.”
Noting that Mr. Willocks is “a son of the soil and a product of the public schools of St. Croix,” Mr. Hodge described Judge Willocks’ long history of service to the people of the Virgin Islands, first as a teacher, then as a prosecutor turned public defender, followed by his ascension to the Supreme Court bench.
“It is with immense pride and profound respect that I extend my warmest congratulations to you on this momentous occasion of your Investiture Ceremony,” said Governor Albert Bryan Jr at the historic event. “Today, we gather to celebrate not only your ascension to the esteemed position of Supreme Court Justice but also the extraordinary journey that has characterized your career - one that spans over thirty remarkable years of dedicated service to our community and the judiciary. Your tenure has been marked by unwavering integrity, exemplary professionalism, and a steadfast commitment to justice. From your early days practicing law to your influential roles across various judicial capacities, you have consistently embodied what it means to be a servant leader. Your experiences have not only shaped your own legacy but have also inspired countless others who have followed in your footsteps.”
The Governor reflected on the occasion, “I am reminded of my belief that Justice is not only a foundation for our laws but a guiding light that illuminates our path for future generations. This understanding mirrors your dedication to advocating fairness and equity within the legal system. Your wisdom and compassion will undoubtedly resonate as you enter this prestigious role. Becoming a Supreme Court Justice is not just a recognition of your past accomplishments, it serves as an invitation to further influence our legal landscape and shape the future of our judiciary. I encourage you to embrace this opportunity to serve the people of our great Territory with the same fervor and passion that have defined your career thus far.”
The Governor concluded, “On behalf of the entire Territory, I wish you every success in this honorable role as you take the oath to uphold the principles of justice. Congratulations, Justice Willocks. May your journey be filled with purpose and the immense satisfaction of making a profound difference.”
Senate President Novelle E. Francis Jr., who counts the new Supreme Court Justice as a close colleague and good friend added a personal note to the proceedings, “Harold, I want you to know how personally grateful I am for all that you have done and all you have given in the name of public service. I have every confidence that you will fulfill your considerable new duties with your characteristic honor and integrity. Thank you for your leadership and your friendship over the many years I have had the great privilege of knowing you. Once again, congratulations.”
