Arrests: WAPA Robbery Suspects; Check Forger

St. Croix - On February 10, 2025, at approximately 5:08pm, the 911 Emergency Call Center reported the brandishing of a firearm at the WAPA Power Plant in Estate Richmond. Responding officers made contact with the victim and it was discovered that a robbery had occurred. As a result, Detectives of the Correctional Investigation Bureau (CIB) were requested. 

     

Subsequently, the Detectives investigation revealed that an adult male who was on duty at the WAPA plant was robbed at gunpoint by a male and aided by an adult female who was a contractor working on the premises of the WAPA plant.  

     

On June 25, 2025, search and arrest warrants were obtained from the Superior Court. On July 1, 2025, members of the Criminal Investigation Bureau and Special Operation Bureau executed the warrants where Mr. Omani Abraham, 32, and Ms. Cristine Caines, 35, were both arrested at her residence. During the search a firearm, extended magazine, a holster and ammunition were recovered. Mr. Abraham and Ms. Caines were advised of their Miranda Rights. Omani Abraham was charged with Robbery First Degree, Assault First Degree, Unlawful possession of firearms, with bail set at $75,000. Mr. Abraham was additionally charged with Unauthorized possession of a firearm with bail at $50,000. Cristine Caines was charged with Robbery First Degree, with bail set at $75,000. They were booked and unable to post bail, and both were transported to the Golden Grove Adult Correctional Facility where they were remanded pending their Advice of Rights Hearing on Wednesday, July 2, 2025, at the Superior Court.  


Check Forger Arrested

St. Croix - On April 11, 2025, the Economic Crimes Unit initiated an investigation following a complaint filed by a representative of the Bank of St. Croix regarding an incident of Passing Forged Bills or Notes. The investigation revealed that Jazzmine Ferdinand presented her Florida state driver’s license, while attempting to cash a counterfeit check, in the amount of $2,090.39. The check was drawn against the account of a local business and bore forged signatures on the authorization line. 

     

As a result of the investigation, an arrest warrant was issued for Jazzmine Ferdinand.

     

After being notified on June 30, 2025, at approximately 2:15pm, 21-year old Jazzmine Ferdinand surrendered at the Walter H. Francis Command Police Station, where she was advised of her Miranda Rights, served her arrest warrant, and was placed under arrest without incident. Subsequently, Ms. Ferdinand was booked and charged with Attempted Obtaining Money by False Pretense, Forgery, Uttering or Passing Forged or Counterfeited Matters, Passing or Possession of Forged Bills or Notes, Attempted Grand Larceny, Identity Theft, Access to Computer for Fraudulent Purposes, and Conspiracy. 

     

Based on the incident, bail was set at $5,500 for the alleged incident. Unable to post bail, Ms. Ferdinand was remanded to the John A. Bell Adult Correctional facility pending her Advice of Rights Hearing.
